Cooperation of Rospatent with the Russian Federation Regions





In 2001, Rospatent continued to carry out the works aimed at developing of cooperation with the Russian Federation regions in order to encourage the inventive and innovation activities as well as promote the creation of industrial property rights and commercialization thereof.

According to the Plan of improvement of activity of the Russian Agency for Patents and Trademarks for 2001, the proposals for further development of Program of Rospatent’s regional policy was worked out and Plan of actions aimed at improvement of Rospatent’s regional policy for 2001 was approved as well.

The Program of regional policy is realizing, mainly, by development of cooperation with the Plenipotentiary Representatives of the President of the Russian Federation in districts and Regional Administrations, under the Agreements on patent and information support and other types of collaboration between the Federal Institute of Industrial Property (FIPS) under Rospatent and economic entities of the Russian regions.

Information support of the regions by supplying patent, legal and methodological information includes:

  • dissemination of Rospatent circulars regarding importance of patent information in development of competitive technologies among the Federal Districts (Administration of the Plenipotentiary Representatives of the President of the Russian Federation) and Russian regions (Heads of Regional Administrations);
  • regular updating (according to the amendments) of texts of current legislation in the field of protection and commercialization of intellectual property rights, which are available in the Rospatent’ Web-site;
  • providing free access to Rospatent’ Web-site containing methodological materials, comments, articles promoting public awareness of protection and commercialization of intellectual property rights; establishment of electronic version of magazines «The Rospatent Herald» and articles published in magazines «Patent and Licences» and «Intellectual Property»;
  • dissemination of commercial offers, containing information related to services rendered by the FIPS as well as demo versions of information products among both actual and prospective users (State Scientific Centers, Universities, Libraries and major industrial enterprises).

Training in the field of IPR protection and commercialization includes:

  • organization of Seminars on IPR protection and commercialization for the Heads and top management of the Regional Administrations and enterprises in provinces;
  • organization in cooperation with interested parties of Seminars on the urgent issues of IPR protection and commercialization.

The series of measures aimed at encouragement of development, legal protection and commercialization of the results of scientific and technological activities, intellectual property rights in the Russian regions was implemented under the Plan of actions aimed at improvement of Rospatent’s regional policy for 2001.

In 2001 Rospatent has concluded: Agreement on Cooperation between the Russian Agency for Patents and Trademarks and the Plenipotentiary Representative of the President of the Russian Federation in Volga District (July 17, 2001) and Agreement on Cooperation between the Russian Agency for Patents and Trademarks and Administration of St.-Petersburg (December 3, 2001). Therefore, 7 Framework Agreements were signed by the end of 2001, including Agreements with Government of the Republic of Tatarstan, Council of Ministers of the Republic of Bashkortostan, Administrations of Novosibirsk, Nizniy Novgorod, Yaroslavl regions and Administration of St.-Petersburg.

In 2001, under the above mentioned Agreements or as initiative, the Federal Institute of Industrial Property has concluded 5 Cooperation Agreements with regional information organizations, namely Bashtechinform, Uralpatent, Centers for Scientific and Technological Information (ЦНТИ) of Krasnoyarsk, Riazan and Regional Scientific Library of Tver. 16 Cooperation Agreements are valid by the end of the 2001. Such Agreements are aimed at implementation of concrete measures on patent and information support of regional organizations, training of specialists in the field of industrial property, advertising the services rendered both by the FIPS and Patent Library.

In 2001, according to data provided by the Patent Library, the amount of patent and information services rendered to regional users has increased. This is a result of advertising campaign launched by the Patent Library: dissemination of offers, demo versions of CD-ROMs and official publications among prospective clients by post or during various seminars and meetings. In 2001 a list of users, which concluded the long-term contracts on information support, has increased (for example, organizations located in Ivanovo, Sivtivkar, Izevsk, Zavolzie cities, etc.). In 2001, the number of cities, in which the Patent Library’ clients have domicile, is amounted to 170 ( 87 in 1998, 96 in 1999, 112 in the year 2000).

Besides, regularly updated Web-site of Rospatent became very popular facility for access to patent and legal information. In the year under review, the number of authorized users of Rospatent’ IPR databases via the Internet is amounted to 245, including 74 organizations located in Moscow, 49 organizations located in St.-Petersburg and 101 organizations located in 77 Russian cities (21 foreign companies). The number of free on-line access users is practically the same: 241 organizations, including 31 organizations located in Moscow, 33 organizations located in St.-Petersburg and 137 organizations located in 65 Russian cities (40 foreign companies). The average annual number of accesses to Rospatent Databases via the Internet: 142 (authorized users) and 72 (free access users).

The most active users of patent information are located in the following regions: Moscow, St.-Petersburg, Ecaterinburg, Novosibirsk, Nizniy Novgorod, Vladivostok, Yaroslavl, Tomsk cities, etc.

The various seminars and probations were regularly organized. The geographic area in which Seminars and Conferences were held in cooperation with Rospatent is wide: St.-Petersburg, Yaroslavl (twice in 2001), Riazan, Tver, Nizniy Novgorod, Omsk, Vologda. In particular, in 2001 a Seminar «Enforcement of IPRs and Contractual Relations under License» was held. About 100 specialists, including 30 specialists from Moscow and Moscow region and 68 specialists from other Russian cities, attended this Seminar.

As a whole, this measures implemented under regional policy of Rospatent can be recognizes as effective ones. It should be noted that policy of Rospatent in regions will contribute to encouragement of innovation activity of economic entities in Russian district and commercialization of intellectual property rights in regional economy as well.
