Distinguished colleagues! Dear friends!

Here is an annual Report on the activity of the Federal Service for Intellectual Property, Patents and Trademarks. The Report contains the basic results of Rospatents’s activity during 2008 in every area of its competence.

I would like to note that Rospatents’s activity in 2008 was conducted while Part IV of the Civil Code of the Russian Federation has come into effect, as well as the second stage of the target program of “Administrative Reform” for 2005-2010 has being implemented. This requires the additional efforts of all the Rospatent’s staff, and before hand the examiners, in all the directions of activity.

A great deal of attention was attached to further development of methodologies of examination of inventions, utility models and trademarks, as well as to the establishing of the single enforcement practice under the new legislation. In 2008 the currant methodologies of examination of inventions and utility models were being actively amended. While making those amendments, besides the amendments of the legal basis, it was taken into consideration the existing enforcement practice, as well as the aspects of examination which caused different approaches.

The implementation of the agency anticorruption program has been attached the prior attention. The goal of this program is to establish anticorruption mechanisms. Within the framework of the said program there has been conducted the multistage and permanent supervision over the expert divisions while executing the functions on providing legal protection to invention and utility models.

Likewise in the previous years, separate attention has been attached to the quality of the patents granted. Since 2006 the experts have had the opportunity to get consultations of the highly professional specialists, recommended by the Russian Academy of Science, on issues relating to technical aspects of the most complex applications for granting patents for inventions. Such a practice, recognized as positive, was continued.

In 2008 the trademark division introduced the system of forming the electronic file of application, non-paper technology of the formal examination. The subsystems of the examination of the claimed sign and electronic communication with the applicant were got ready for introduction.

In 2008 the international cooperation in IP area was expanded. The international cooperation was aimed at achieving the concrete results to ensure the interests of the Russian Federation worldwide.

In this report you could find the concrete results of our work in the past year.
